Farm chemical safety: a practical checklist for storage, mixing and handling

Chemicals move around a farm or packhouse constantly — off the ute, into the store, into the mixing area, out to the block, then back again as rinsate and empty containers. Most chemical incidents we see discussed are not exotic. They come from ordinary gaps: a decanted container with no label, an SDS nobody can find, a spray suit that split last season. This checklist is written for supervisors and owner-operators who want something practical to walk the site with.

Why chemical systems fall apart in a busy season

Chemical handling is usually the part of a safety system that was set up carefully once, then quietly drifted. The pattern is predictable:

  • Changing crews. The person who understood the store left, and the induction for the new starters covered the gate and the smoko room, not the chemical shed.
  • Decanting under pressure. Product gets split into a smaller container to save a trip, and the label does not follow it.
  • Incompatible storage. New products arrive mid-season and go wherever there is space, not where the label and SDS say they belong.
  • Missing or outdated SDSs. The folder covers last year's products, or lives on a laptop nobody can reach from the shed.
  • Damaged PPE. Gloves are perished, a respirator cartridge is out of date, a face shield is scratched to the point of being useless.
  • Unclear spill response. People know there is an absorbent bag somewhere, but not who calls what, or where the eyewash is.

None of that requires a big program to fix. It requires someone walking the site with a checklist and closing the gaps out. WorkSafe Victoria's step-by-step guide to managing chemicals in the workplace is a good current framework to work through alongside this.

1. Know what is actually on site

You cannot assess risk for products you have not listed. WorkSafe Victoria's hazardous substances guidance is clear that employers need to keep a register of hazardous substances, hold current safety data sheets and make them accessible, keep supplied containers labelled, and identify waste containers.

  • A written inventory or register of the chemicals held, where they are held and roughly how much
  • A current SDS for each product, accessible to the people who need it — employees, contractors and emergency services personnel (see WorkSafe Victoria on safety data sheets)
  • SDSs obtained from the supplier and refreshed when products change. Manufacturers and importers review SDSs at least every five years, which is not the same as your copy being current — check the version you hold against the supplier's latest
  • Supplied containers still carrying their original, legible label
  • Decanted containers labelled, and waste and rinsate containers clearly identified
  • Products that are no longer used identified for proper disposal rather than left on a shelf

2. Assess the real task, not the product in isolation

The same drum is a different risk being craned off a truck, sitting sealed in a store, being measured into a spray tank, or being rinsed out at the end of a run. Walk the whole path: transport and unloading, storage, mixing and decanting, application, then cleanup, rinsate and container disposal.

Work through controls in order rather than starting at PPE: can the product be eliminated or substituted for something less hazardous; can the task be isolated from people, food handling and stock; can engineering controls do the work — closed transfer, induction hoppers, ventilation, bunding, mechanical handling. PPE matters, but it is the last line, and it fails quietly.

Consultation is part of this. The people mixing and spraying know where the process is awkward, and awkward processes are where shortcuts start.

3. Storage

Storage requirements depend on the products, their classifications and the quantities you hold. Follow the label and SDS, and check the current Agriculture Victoria guidance for practical detail. If you are holding smaller on-farm quantities, Agriculture Victoria's on-farm pesticide storage (minor storage) material may apply — but storage categories, separation and construction expectations depend on the category and the current requirements, so confirm what applies to your store rather than copying a distance from a page.

  • Secure against unauthorised access, particularly children and visitors
  • Ventilated as required by the products stored, and not used as a general storage room
  • Chemical compatibility considered — segregate incompatible products as the label and SDS require, and never store chemicals with food, feed, seed or PPE
  • Spill containment or bunding appropriate to what is held, kept clear and functional
  • Environmental protection: away from waterways, drains, bores and flood-prone ground; drums not sitting in the weather where labels perish
  • Signage and emergency access maintained; the SDS location known and reachable
  • Shelving that suits the containers, heavier items low, nothing stacked beyond reach

4. Mixing and decanting

Mixing is where exposure is usually highest, because you are handling concentrate. Treat it as a designated task in a designated place.

  • A designated mixing area with a hard, containable surface and clear access
  • Measured, repeatable process — dedicated measuring equipment, not a guess into a tank
  • Ventilation and mixing-area controls matched to the product label, SDS, task and exposure risk
  • Wash-down water, eyewash and emergency response provisions matched to the risk and the SDS first-aid section
  • Never a food or drink container — no soft drink bottles, no ice-cream tubs, no exceptions
  • Decanted containers labelled with the product and relevant hazard information
  • Unauthorised people, kids, visitors and food handling kept well away during mixing
  • Empty containers rinsed only where and as the label directs, then handled through the appropriate disposal or recovery pathway

5. PPE that still works

Use the PPE the label and SDS specify — chemical-resistant gloves of the right material, coveralls, eye and face protection, respiratory protection where required. Agriculture Victoria makes the point plainly: use label-listed PPE and keep it serviceable.

  • Correct type and size for the person and the product, not one pair for the whole crew
  • Inspected before use — splits, perishing, scratched visors, expired cartridges
  • Cleaned after use and stored away from chemicals, not in the store with the drums
  • Replacement stock on hand so damaged PPE does not become optional PPE
  • Fit and use explained and checked, especially for respiratory protection

PPE is the last control, not the system. If PPE is the only thing between a worker and the chemical, the assessment is not finished.

6. Training, competency and supervision

  • Verify understanding rather than collecting a signature — ask the worker to talk through mixing, spill response and where the SDS is
  • Account for language and literacy needs; use pictures, demonstration and interpreters where needed
  • Where a product is restricted-supply or restricted-use, an Agricultural Chemical User Permit and relevant training can be required.   • Supervision matched to experience, particularly for seasonal and new starters
  • Records of who was trained, on what, when, and by whom — kept where you can find them

7. Spill, exposure and emergency response

  • Product-specific response known before it is needed — the SDS drives this, not instinct
  • SDS accessible from where the chemical is used, including for emergency services
  • Spill equipment matched to the chemicals held, stocked, and not raided for other jobs
  • First aid provisions consistent with the SDS, and someone competent to use them
  • Emergency contacts posted: emergency services, Poisons Information, the supplier
  • Exposures and near misses reported, then reviewed so the control gets fixed
  • Emergency services and regulators contacted where the situation or requirements demand it

8. Review triggers

  • A new product arrives, or a label or SDS changes
  • A new task, application method or piece of equipment
  • An incident, near miss or reported exposure
  • A new seasonal crew, or a change of supervisor
  • Controls that have deteriorated — bunding cracked, ventilation blocked, PPE worn out
  • Changed regulator guidance for the products you hold

A 12-point walk-through

Take this through the store and the mixing area. Anything you cannot answer is an action.

  • 1. Is there a current chemical register that matches what is actually on the shelves?
  • 2. Can you produce a current SDS for every hazardous substance or dangerous good that requires one, and is it accessible where people need it?
  • 3. Is every supplied container labelled and legible?
  • 4. Is every decanted or waste container labelled and identified?
  • 5. Is the store secure, and appropriately ventilated for what is in it?
  • 6. Are incompatible products segregated as the label and SDS require?
  • 7. Is spill containment present, clear and functional?
  • 8. Is there a designated mixing area with dedicated measuring equipment?
  • 9. Is wash-down, eyewash and first aid provision consistent with the SDSs?
  • 10. Is the label-specified PPE available, correctly sized and serviceable?
  • 11. Can each person who handles chemical explain mixing, spills and where the SDS is?
  • 12. Are training, inspection and corrective actions recorded and closed out?
