Farm machinery guarding and isolation: a practical check before someone gets hurt

Tractors, augers, presses and packing lines are the machines a farm or packhouse runs on — and the machines most likely to seriously hurt someone when guarding is missing or isolation is skipped. This is a practical check you can walk before the season gets busy, grounded in WorkSafe Victoria's own guidance.

Why this matters more than most checks on a farm

WorkSafe Victoria's farm machinery guidance states that about 75% of deaths on farms involve vehicles, and that powered plant and machinery remains a leading cause of fatalities on Victorian farms. That is WorkSafe's figure in its own context — it does not tell you anything about any individual farm, but it tells you where attention belongs: the machines.

The mechanism is usually unglamorous. A sleeve, a glove or a bootlace reaches a rotating shaft. Someone steps over an auger "just this once". A blockage gets cleared with the machine still running because restarting takes five minutes and the truck is waiting. WorkSafe's guidance on tractor power take-off (PTO) guarding is blunt about what unguarded PTO equipment can do: entanglement, amputations, lacerations, de-gloving injuries, permanent disability or death. Contact with a rotating PTO shaft gives the person essentially no time to react.

A missing guard is not a minor defect

It is common on busy properties for a broken or missing guard to be treated as a maintenance backlog item — noted, deprioritised, worked around. WorkSafe Victoria does not treat it that way. Its safety alert following a fatality involving a hay bale press states that plant should not be used until missing, broken, unsecured or absent guarding is installed, repaired, replaced or retrofitted. Not "soon". Not "when the part arrives and things quieten down". The machine stands down until the guard is back.

That changes how a defect should be handled in practice: a damaged guard is a stop-work condition, not a note in a book. If your pre-start system treats a missing guard the same way it treats a worn tyre tread, the system is telling your team the wrong story.

WorkSafe's plant safety basics also set out the order controls should be considered in: eliminate the hazard first; then substitution, isolation or engineering controls such as guarding and interlocks; then administrative controls including lockout/tagout, supervision and training; with personal protective equipment last. Guards and interlocks sit near the top of that hierarchy for a reason — they do not depend on someone remembering the right thing at 4pm on a 40-degree day.

The walk-around checklist

Walk each machine — tractor and PTO-driven implements, augers, conveyors, presses, packing lines, workshop plant — with this list. Where the machine's manual or a competent person says something more specific, the more specific instruction wins.

Guarding

  • PTO and master guards: PTO master shield fitted and in sound condition; drive shaft guarded along its full length, including at both ends. WorkSafe's horticulture guidance specifically calls out guarding PTO shaft length and couplings.
  • Shafts, joints and couplings: universal joints, stub shafts and couplings covered — these are the points clothing catches first.
  • Augers, conveyors, belts, chains, gears and nip points: fixed guards in place, secured, and not modified to run with covers off. Check the underside and rear of machines, not just the operator's side.
  • Interlocks and emergency stops: interlocked guards actually interrupt the machine; e-stops reachable from where people work and tested, not just present.

Energy and isolation

  • Keys and energy isolation: each machine can be isolated (key removed, isolator locked) before anyone reaches into it; personal locks or tags available where several people work on the same machine.
  • Stored energy: hydraulics, pneumatics, springs and gravity all accounted for — raised implements lowered or supported, pressure relieved, flywheels and conveyors allowed their run-down time before guarding is opened.
  • Verification: isolation is tested before work begins — try the start control after isolating, and confirm nothing moves.

People and paperwork

  • Pre-start condition: pre-start checks are being done and recorded, and a guarding defect triggers stand-down, not a note.
  • Operator competency: you can show who is trained and competent on each machine, and that new or seasonal workers are supervised until they are.
  • Maintenance and inspection records: guard repairs, interlock tests and servicing are recorded with dates and who did the work.
  • Defect close-out: reported defects have an owner, a due date, and a recorded fix — not an open list that never shortens.

Stop, isolate, verify

Clearing blockages, cleaning around moving parts and doing maintenance are where farm machinery injuries concentrate, because the task tempts people to work on a machine that is still energised. The short version of the discipline is: stop the machine, isolate every energy source, and verify it is safe before hands go near the hazard.

  • Stop: shut the machine down using the normal controls. For PTO-driven equipment, WorkSafe's PTO guidance says to disengage the PTO and turn the tractor engine off, and to keep people clear of the equipment.
  • Isolate: remove the key, operate the isolator, apply locks and tags. The hay bale press alert makes two points that are easy to miss: isolation must address multiple energy sources, and it must account for stored energy and run-down time. A hydraulic ram, a charged air line or a still-coasting flywheel can injure someone after the engine is off.
  • Verify: before work begins, test the isolation — attempt a start, check for movement, confirm stored energy is released or restrained. Only then open guards or reach in.

This summary is a mindset, not a procedure. Each machine needs its own written isolation steps — energy sources, isolation points, stored-energy release and verification — developed from the manufacturer's manual and the way your site actually uses the machine.

What farm managers should do this week

  • Walk every PTO shaft, auger, conveyor and press on the property. Any missing, broken, unsecured or absent guard: stand the machine down until it is repaired or retrofitted.
  • Test the interlocks and emergency stops you walk past every day. If one does not work, treat it like a missing guard.
  • Pick the three machines most likely to need blockage-clearing or cleaning mid-season, and write their specific isolation steps with the people who operate them.
  • Check your records: who is trained and competent on each machine, when guards and interlocks were last inspected, and which defects are still open.
  • Have the conversation: make it explicit that no one clears, cleans or reaches into a machine that has not been stopped, isolated and verified — and that stopping work to fix guarding will never cost anyone their job.
